‘West Bengal the Gateway to Gas Supply in Eastern India’: Niranjan Hiranandani

The Hiranandani Group has on-going projects which will result in making West Bengal the Gateway to Green Energy for Eastern India. Speaking at the Bengal Global Business Summit in Kolkata on 7 January 2015, Niranjan Hiranandani, Chairman Hiranandani Group of Companies said H-Energy (P) Ltd, the energy arm of the group, is in the process of setting up an offshore LNG terminal near Digha coast, which will bring gas to Bengal and Eastern States. “The total investment will be over Rs 4,000 crore,” he said.

During his address at the Bengal Global Business Summit in Kolkata, Niranjan Hiranandani also said H-Energy East Coast Private Limited (HEECPL), a 100 % subsidiary of H-Energy (P) Ltd, plans to build and operate a world-class Floating Storage Regasification Unit (FSRU) with the ultimate capacity of six million tonnes per annum.

While expressing his gratitude to the West Bengal state government for its support, Niranjan Hiranandani said the project would ensure long term, continuous and consistent supply of Natural Gas under a tolling model, where gas customers will have the flexibility to import LNG directly, at competitive prices and on flexible terms from the international market.

All major techno-economic studies for the project have been completed and commissioning of the project has been planned for Q4, 2018. “The project life is 25 years, with an estimated expenditure of INR 2,400 crore on the FSRU and INR 2,700 crore on the total gas pipeline system, both sub-sea and onshore components put together,” he added. Being an offshore project, the land requirement for the project is nominal, explained Niranjan Hiranandani, adding that the vessels bringing imported LNG will deliver their cargo to the FSRU at an offshore location over 100 km away from the coast line. “Hence the operations on the FSRU will not interfere with the marine life or affect the livelihood of fishermen in coastal West Bengal,” he added.

Describing the Hiranandani Group as ‘the force that will help fuel India's economic growth’, Niranjan Hiranandani said the dream that led to the inception of H-Energy is to provide power to the people by delivering state-of-the-art, environment friendly and futuristic energy solutions.

H-Energy’s FSRU project and proposed gas pipeline infrastructure will promote rapid ‘Economic Growth’ in Eastern India, in an environmentally sustainable manner, by assuring supply of clean fuel to industrial, commercial and household consumers throughout the state, explained Niranjan Hiranandani. “The Project will help generate direct and indirect employment in West Bengal through development of all major gas based industrial units such as power, fertilizer, refineries and petrochemicals, small and medium scale industries and city gas distribution networks,” he pointed out. The project would service all major districts of West Bengal, including Purba Medinipur, Burdwan, Hooghly, Paschim Medinipur, Howrah and Kolkata, he added.

Niranjan Hiranandani added that H-Energy (P) Ltd was is also exploring the feasibility of supplying Natural Gas which would be produced by the conversion of imported LNG, to North Bengal through the pipeline network of Bangladesh, this would entail minimal capital investment. He pointed out that Siliguri may then serve as a gas hub for supplying Compressed Natural Gas CNG) in cascades to the districts of Jalpaiguri, Darjeeling, Kooch Bihar in North Bengal, apart from Sikkim and Bhutan.
